The 4 Phases of a Church Capital Campaign
At INJOY Stewardship Solutions, we’ve built a 4-part process for a successful capital campaign, taken directly from 1 Chronicles 28–29. Each phase is essential.
1. Vision Clarification
Vision clarity is the number one determining factor in a campaign’s success. This phase has two components:
- Environmental Assessment: Before a campaign begins, we evaluate your church’s specific culture, DNA, ministry environment, and leadership rhythm, so the campaign is custom-fit to your church.
- Financial Analysis: A complete three-year study of your church’s stewardship and generosity trends, producing a Capacity Assessment that shows what your church can expect to raise with accuracy.
2. Leadership Development
Everything rises and falls on leadership, including a capital campaign. This phase unifies, develops, and deploys leaders as carriers of the church’s vision through:
- Campaign Team Meetings: recruiting and training leaders for campaign roles
- Legacy and Key Donor Development: identifying financial leaders and preparing a strategy for their questions

3. Going Public
The initiative is brought before the entire congregation through targeted communication, small group studies, Sunday School lessons, and a sermon series helping everyone understand the vision and take their own journey of faith and sacrifice.

- Commitment Events: following the biblical pattern in 1 Chronicles 28–29: leaders make an initial commitment, followed by a congregational Commitment Event
4. Follow-Through
The final phase helps people walk in faithfulness to what God laid on their hearts, and ensures the campaign’s financial goals are met — or exceeded.
- Reveal Sunday: leveraging the momentum from announcing campaign results
- Capture and Assess Results: quarterly Financial Analyses throughout the giving period to engage pledged, non-pledged, and new givers
- Milestones: strategic communication around Halftime and Closeout events
Are Church Capital Campaigns Biblical?
Our 4-phase process is modeled after 1 Chronicles 28–29, capturing God’s heart for your church’s future:

- “I had it in my heart to build a house of rest for the ark of the covenant of the Lord… and I made preparations for building.” (1 Chronicles 28:2)

It’s not the Commitment Event. It’s not the groundbreaking. It’s not even moving into the new building or burning the mortgage note. Those are significant milestones but not the defining moment.
The defining moment looks like this:
A husband and wife at the kitchen table, opening their Bibles, laying out their budget, asking each other what God is telling them to do. A college student in her dorm room, praying about how to be part of what God is doing through her church. A businessman whose heart shifts from security in riches to security in God, growing in generosity as a result.
Multiply those moments a dozen, a hundred, or a thousand times, and that’s the campaign’s real success: evidence of changed hearts that will ripple for years after the giving period ends. The building matters. The dollar goal matters. But neither is the point; the point is what happens in people’s hearts along the way.

- Pastors are forthright, confident, and unapologetic when communicating the vision. A passionate, confident leader gives a campaign its best chance of success.

- The campaign is given top priority and focus. A campaign competing with unrelated offerings and events will suffer — it needs to be the priority.
